That advice you've been given is completely wrong. You can't just format a drive and them move the games. You'll probably need to uninstall them and then reinstall them on the other drive.
On the other hand if you're talking about replacing your current drive with the new 1 tools like Norton's Ghost will clone the old drive for you.
I'll second the drive clone software. Used it numerous times and never had it go wrong on me. Although if you are looking for a complete reinstall and don't want to move the whole operating system and programs you could always copy the savegames across.

You want to clone if you want to get a bigger drive and use that as your primary drive for the O.S . but if you just want a 2nd drive for storage, cloning is not needed.
Depends on the games... Some need to be installed. Others can just be copied to a new location. I'd imagine securom games for example, may need to be installed.
